More than 28 million Iraqis are eligible to vote in the parliamentary elections set for October 2025, according to the IHEC. The Rusafa district has the highest number of eligible voters. Nearly one million new voters born in 2007 have reached the voting age. This is an increase from the last elections in 2021 and 2018.
The Independent High Electoral Commission (IHEC) reported that over 28 million Iraqis, constituting 60.7% of the population, are eligible to vote in the upcoming parliamentary elections set for October 2025. This marks an increase in eligible voters compared to previous elections. The Rusafa district in Baghdad has recorded the highest number of eligible voters, followed by Karkh, Maysan, Nineveh, Anbar, and Dhi Qar districts.
IHEC noted that approximately one million Iraqis born in 2007 have reached the legal voting age of 18, enhancing overall voter eligibility. Additionally, IHEC emphasized that according to Iraq’s amended Election Law No. 12 of 2018, elections must be held at least 45 days prior to the expiration of the current legislative term.
For context, the number of eligible voters for the 2021 elections was approximately 25.1 million, while in 2018, it was around 24.4 million, illustrating steady growth in voter registration over the past few years.
In summary, with over 28 million eligible voters for the upcoming elections, Iraq demonstrates a growing engagement in democratic processes. The increase from previous elections and the influx of new voters highlight the importance of timely electoral scheduling outlined in the amended Election Law. This trend reflects an evolving electoral landscape in Iraq.
