US Secretary of State Marco Rubio sees potential in Ukraine’s partial ceasefire proposal ahead of critical talks in Saudi Arabia. Both Ukraine and Russia are expected to engage in discussions about ceasefire terms and security matters. Whether US military aid and intelligence sharing will resume hinges on Ukraine’s commitment to a durable peace process, following a recent pause amid tensions.

US Secretary of State Marco Rubio expressed optimism regarding Ukraine’s proposed partial ceasefire plan intended to conclude the ongoing war with Russia. In advance of discussions in Saudi Arabia, he stated, “I’m not saying that alone is enough but it’s the kind of concession you would need to see in order to end the conflict.”

During the negotiations, Ukraine is anticipated to suggest an aerial and naval truce. However, Russia has previously dismissed the idea, asserting it merely aims to delay and avoid military defeat for Ukraine.

Ukrainian President Volodymyr Zelensky arrived in Saudi Arabia to meet with Crown Prince Mohammed bin Salman, though his presence will not formally impact US-Ukrainian negotiations. The Ukrainian delegation will be led by Andriy Yermak and include key security and defense officials.

Rubio is joined by National Security Adviser Mike Waltz and envoy Steve Witkoff for the US. He emphasized the need to clarify Ukraine’s peace intents and readiness to make concessions equivalent to Russian demands. Rubio stated, “there’s no military solution” to the conflict, emphasizing the necessity for diplomacy.

Meanwhile, Donald Trump has increased pressure on Zelensky to finalize a ceasefire without US security assurances. This dialogue marks the first official engagement since tensions arose from Zelensky’s last White House visit, during which military aid to Ukraine was paused amid concerns regarding their commitment to peace discussions.

Rubio mentioned that resolving the aid suspension hinges on the outcome of the talks, noting, “if that changes, obviously our posture can change.” He reiterated the administration’s commitment to utilizing all available resources to facilitate negotiations for an end to the war.

Steve Witkoff predicted significant advancement during negotiations while also mentioning potential discussions regarding a minerals agreement between Ukraine and the US. Witkoff noted that core topics like security protocols and territorial matters would be on the agenda.

Bilateral support has been emphasized, with UK Prime Minister Sir Keir Starmer also expressing hope for beneficial outcomes from the negotiations. Russia’s full-scale invasion of Ukraine, initiated in February 2022, has led to them claiming about 20% of Ukrainian territory, including Crimea, annexed in 2014.
