The U.S. Department of Homeland Security (DHS) has announced the termination of the Conditional Stay program, commonly referred to as the “Biden Program.” This initiative provided immigration relief, allowing eligible individuals, including 210,000 Haitians, to reside and work in the United States for two years. The program also affected other nationalities: 110,000 Cubans, 93,000 Nicaraguans, and 117,000 Venezuelans.

The DHS stated that the program “are not serving their intended purposes, and are inconsistent with the Administration’s foreign policy goals.” The official revocation notice will be documented in the Federal Register on March 25, 2025.

Individuals still participating in the Humanitarian Parole program will be given a 30-day notice from the publication date to exit the United States if their two-year duration has not lapsed, and they lack other legal immigration protections, such as pending asylum applications.

During this period, work authorizations for these individuals will be rescinded, effectively ending their legal employment post-30 days. The notice also underscores that individuals who remain in the U.S. after this timeframe will be prioritized for removal proceedings.
