Impact and Response Update on Tropical Cyclone Jude in Mozambique

Tropical Cyclone Jude made landfall in Mozambique, impacting Nampula and Zambezia provinces with strong winds and heavy rainfall. Initial data suggest under 5,000 people are affected, while estimates range from 120,000 to 275,000. The Shelter Cluster is coordinating capacity and response efforts with local partners amid significant information gaps.
On March 6, 2025, a low-pressure system developed in the Indian Ocean, evolving into Tropical Cyclone “JUDE” by March 10 in the Mossuril district of Nampula province. The cyclone brought winds of up to 195 km/h and rainfall exceeding 250 mm within 24 hours before weakening into a severe tropical storm while traversing northeastern Zambezia province. By March 12, heavy rainfall continued in Zambezia, with the storm expected to exit onto the Mozambique Channel by March 13. Flood alerts are in place for multiple provinces including Nampula, Zambezia, Tete, Manica, and Sofala.
Initial reports from the government indicate that approximately 4,536 people are affected, but significant information gaps exist, leading to difficulties in determining accurate figures on damage and affected populations. While preliminary data suggests fewer than 5,000 people are impacted, broader government and humanitarian estimates predict that between 120,000 and 275,000 individuals may ultimately be affected by the storm.
The Shelter Cluster is actively assessing its capacity in the region, including identifying partners and their service capabilities. Close collaboration with local authorities ensures timely information sharing and coordination. Partner organizations are prepared to conduct needs assessments as conditions permit, with coordination efforts focused on the city of Quelimane. Estimates regarding the affected population, required response activities, and financial needs have been submitted to the UN Office for the Coordination of Humanitarian Affairs (OCHA) for consideration in the Flash Appeal update.
Tropical Cyclone Jude has significantly impacted the regions of Mozambique, with predictions of widespread effects on the population. The Shelter Cluster is mobilized, collaborating with local authorities and assessing the situation to prepare an effective response. However, the ongoing challenges in obtaining accurate data highlight the urgent need for continuous monitoring and support to the affected communities.
