Qatar Advocates for Israeli Nuclear Facility Oversight by IAEA

Qatar has called for international efforts to place all Israeli nuclear facilities under IAEA safeguards and for Israel to join the NPT as a non-nuclear state. This was expressed by Ambassador Jassim Yacoub Al Hammadi during an IAEA Board session. Qatar’s actions also include a memorandum to the ICJ regarding Israel’s obligations to UN activities in occupied territories.
On March 8, 2025, Qatar urged the global community to enhance efforts to place all Israeli nuclear facilities under the safeguards of the International Atomic Energy Agency (IAEA). The call was reiterated by Qatar’s Ambassador to the UN Office in Vienna, Jassim Yacoub Al Hammadi, during an IAEA Board of Governors session focused on the Israeli-Palestinian situation and Israel’s nuclear capabilities.
Ambassador Al Hammadi stressed the necessity for the international community to fulfill commitments established by various UN and IAEA resolutions, including those from the 1995 NPT Review Conference. He noted that every Middle Eastern nation, excluding Israel, is a party to the NPT and has effective safeguarding measures with the IAEA. Additionally, he condemned Israel’s aggressive policies, which include military actions against Palestinian cities, humanitarian aid blockades on Gaza, and severe restrictions affecting UNRWA’s operations.
Qatar recently submitted a memorandum to the International Court of Justice, seeking an advisory opinion related to UN resolutions from December 2024. This memorandum calls for clarity on Israel’s obligations regarding UN activities and emphasizes the need for Israel to allow humanitarian operations in the occupied territories while protecting relevant properties and resources.
